Summary

Regional Transportation Coordinating Councils (RTCCs), agencies of the Minnesota Council on Transportation Access (MCOTA), serve to coordinate service providers, pool resources, and fill gaps to make transportation easier to use and to give customers more options of where and when to travel. Project funding is available through the Minnesota Department of Transportation (MnDOT) for RTCCs to implement specific projects to meet the needs of their area. There is an opportunity to evaluate how effective these projects are against the project and Statewide goals. Researchers will observe the Request for Proposals (RFP) process to measure how well the proposed projects meet the criteria of the RFP. Additionally, researchers will develop and utilize a measuring framework to measure the efficacy of these projects through an interim evaluation. Finally, researchers will document the value of continued evaluation. Anticipated benefits include developing a framework for measuring the impact of RTCC project funding to communicate the value of the program through concrete metrics. This contributes to improving the RTCC project model to ensure that it is meeting the goals set out during project ideation and the statewide transportation goals.
