Project summary:

This is the second of three task order contracts to establish a Transportation Policy Research Project (TPRP) through the Humphrey Institute's State and Local Policy Program (SLPP). This project has developed as a result of a draft memorandum of understanding between MnDOT and SLPP staff discussed on 10/16/97. This TOC incorporates the elements and agreed upon research of the memorandum of understanding. This task order will create a series of institutional and literature reviews. The study will also assess the implications and use of new transportation technologies for sustainable communities. This study will develop sustainable transportation benchmarks and indices, develop case studies taken from cities and communities in Minnesota, and examine the possibility of utilizing innovative (visual modeling) techniques and video in order to provide a sustainability component to MnDOT's Transportation Action Model. The Humphrey Institute of Public Affairs will oversee the project at the University of Minnesota, in collaboration with Thomas Horan, adjunct faculty (University of Minnesota). Methods of study will include spatial data analysis, case studies, planning simulation, interviews, and citizen outreach exercises.
