State DOT CEO Leadership Forum 2013:Performance-Based Management and Leadership

Project summary:

In 2013, CTS coordinated the planning, delivery, and dissemination of products for the CEO Leadership Forum, an event designed to provide a venue for peer-to-peer discussion among state department of transportation (DOT) CEOs about their experiences managing internal and external change at DOTs. It provided CEOs and other senior management with opportunities to discuss concrete examples of how DOTs are responding to the forces for change in how they do business. The forum also highlighted what management needs to know to ensure that DOTs serve their constituencies effectively in the future. CTS also convened CEO forums in 2003, 2006, and 2009. The 2013 Forum's topic, Leading the 21st Century DOT, reflected the rapidly evolving forces for change facing DOT leaders and their agencies: shifting public priorities, new legislation, changing business practices, generational succession in the workforce, and advances in technology as well as the never-ending demands of constrained budgets and rising public expectations. Three white papers were commissioned to guide the forum's discussion in the areas of mission evolution, technology and business practices that work, and the changing DOT enterprise. An additional product of the forum is a summary that includes the action plans proposed by participants for implementation by the forum's sponsors, the American Association of State Highway and Transportation Officials, the Federal Highway Administration, and the Transportation Research Board of the National Academies.
