Gaps and Opportunities in Minnesota Law for Connected and Automated Vehicles

Summary

Other than a statute enabling permitted truck platooning on state highways, Minnesota has not enacted any laws regarding the operation of Connected and Automated Vehicles (CAV). Executive orders from the governor in 2018 and 2019 have allowed testing, demonstration, and other activities, but to create the certainty and rigor needed to enable widespread implementation and use of the technologies enabling CAV operation, action from the legislature is needed. This research identifies areas where Minnesota law needs to be updated, based on review of the executive orders, previously proposed legislation in Minnesota, laws passed in the 34 states that have taken such action, and model legislation. As of December 31, 2025, two sets of model legislation have been identified, along with relevant laws of the 34 states have been summarized and opportunities for updating Minnesota law have been submitted to MnDOT.
