Constrained Market Pricing and Revenue Adequacy: Regulatory Implications for Rail Carriers and Shippers

Principal Investigator(s):

Gerard McCullough, Former Associate Professor, Applied Economics

Project summary:

This project reviews the history of freight railroad regulation in the U.S. since 1980 and analyzes the development of constrained market pricing (CMP) and revenue adequacy. It identifies four questions that the U. S. Surface Transportation Board—along with affected policymakers and rail market participants—should address in evaluating the relationship between CMP and revenue adequacy.
