CTS welcomes new Executive Committee members

The CTS Executive Committee provides strategic direction to the Center’s staff and oversees the implementation of CTS programs. The committee helps the Center create transportation programs that address the needs of government, education, and business while fostering interaction and the exchange of resources. It also advises the Center on emerging transportation industry trends, research needs, and opportunities to influence policy and public problem-solving.

The committee is led by a chair appointed for a two-year term with potential reappointment and includes standing members from the University of Minnesota, key government transportation agencies, and at-large members serving up to three two-year terms. The committee also includes three ex-officio positions: Minnesota Department of Transportation commissioner, Metropolitan Council chair, and the Federal Highway Administration’s division administrator.

Paul Aasen

Paul Aasen is CEO of the Minnesota Safety Council. Aasen brings 40 years of experience across the public, private, and nonprofit sectors. His public-sector service includes leadership roles with the Minnesota Pollution Control Agency, the Governor’s Office, and the Minnesota Department of Public Safety.

Megan Dayton is president of the Minnesota Association of Professional Employees and a senior demographer at the Minnesota State Demographic Center. Dayton has worked in public service for nearly two decades and currently serves as a statewide leader on labor and workforce issues.

MJ Carpio

MJ Carpio is the executive director of Move Minnesota and Move Minnesota Action. In Carpio’s previous roles as political director and campaign manager at Move, she secured dedicated funding for public transit and championed nation-leading climate law through grassroots and political organizing. She also has experience as a policy aide with the Minneapolis City Council.

Marc Liu is chief revenue officer of Civilized Cycles, where he leads sales and business development, focusing on the company’s micro-mobility and last-mile delivery solutions with bicycle-class light electric vehicles. Liu has over a decade of brand and marketing experience with companies such as Turtle Bay Resort, Stoli, UFC, and The Halal Guys.

Jon Koznick
Rep. Jon Koznick

Representative Jon Koznick is in his sixth term representing parts of Dakota and Scott counties in the Minnesota House of Representatives. He is co-chair of the Transportation Finance and Policy committee and also serves on the Ways and Means, Capital Investment, and State Government Finance and Policy committees. In addition, Koznick is a business owner in the real estate industry. 

Councilmember Nick Miller represents Rochester’s Ward 2, an area that includes historic residential zones as well as emerging urban and transit priority corridors. Miller has a background in public accounting, economic development, and health care finance. He also serves on the Rochester-Olmsted Council of Governments policy board and the Safe Streets 4 All Action Plan Steering Committee.
