This project will demonstrate how innovative pricing strategies can impact the mode choice of downtown commuters with monthly parking contracts. The principal goal of this research is to determine whether monthly parking contracts prevent downtown Minneapolis commuters from using public transit. A secondary objective is to determine commuters' "tipping point" as far as price acceptability.
Researchers will analyze and evaluate the approach from several angles. The unique records attached to each commuter's parking contract and transit pass will be cross-checked in order to determine the effectiveness of the given model. In addition, researchers will survey participants to determine their attitudes toward the incentive and the flexibility it afforded. This quantitative and qualitative approach will determine the extent to which similar programs could succeed.
