Safety and saving people's lives using Minnesota's transportation systems is a major focus of the Minnesota Departments of Transportation (MnDOT), Public Safety (DPS), and Health (MDH), the US Department of Transportation, the Federal Highway Administration (FHWA), the National Highway Traffic Safety Association (NHTSA), the Center for Transportation Studies (CTS), and a number of private sector foundations, non-profits, and advocacy groups. In 2003 the Toward Zero Deaths (TZD) program was formed to coordinate and focus traffic safety initiatives in Minnesota. At the request of MnDOT and the Office of Traffic Safety within DPS, CTS provides ongoing administrative support, coordination, and outreach activities for the TZD program.
