March 2005
Registration is underway for the CTS Sixteenth Annual Transportation Research Conference, to be held April 26–27 at the Saint Paul RiverCentre.
The conference will begin with a panel discussion titled "Building Consensus for Transportation Funding," featuring William Elfenbein, chairman of the board of directors of the Denver Regional Transportation District. In November 2004, voters in the Denver region approved an increase in their region's sales tax to fund a comprehensive plan to expand their transit system. Elfenbein will share the lessons that Denver learned in developing public- and private-sector support and consensus for this initiative.
Following his presentation, Minnesota leaders in the current transportation funding debate will offer their perspectives, including an update on the latest discussions from the 2005 legislative session. The leaders are Steve Murphy (chair, Minnesota Senate Transportation Committee), Mary Liz Holberg (chair, Minnesota House Transportation Finance Committee, invited), and Jay Cowles (Itasca Project).
The luncheon on April 26 will feature David Luberoff, executive director of the Rappaport Institute for Greater Boston at Harvard University's Kennedy School of Government (related article).
The conference will also include a bridge workshop on April 27 focusing on two areas: cost-effective pile foundation design, and the bridge design-build process. In addition, a selection of posters will be on display April 26 during the morning and afternoon breaks.
