This presentation highlighted a study comparing the current fuel-tax-based system for funding surface transportation with a potential future system based on mileage-based user fees. The study examined the strengths and weaknesses of both the fuel-tax funding system and a mileage-based user fee system using a set of transportation finance principles: efficiency, equity, revenue adequacy and sustainability, environmental sustainability, and feasibility.

He brings more than 20 years of state and local government experience to the study of public policy issues, including transportation’s role in the community, congestion pricing, rural transportation safety, and economic development.
